Removed unused menu settings page for setting the main and secondary menus, and related functions and settings.

Removed an unused settings page located at admin/structure/menu/settings which was previously used for setting which menus to use as the main and secondary menus. Also remove are related functions menu_main_menu and menu_secondary_menu and the unused menu.settings.json file.
